I would hold off on launching anything, such as Starbound, until the files have moved completely if you opted to move them. This will ask you if you want to move all your files from where they are to the new (default) location. Right Click "Documents" in file explorer If you need a reminder on how to do restore your documents folder to the default location: That could possibly be your problem or a problem for others who come across this thread. I've now restored it to the C: drive and Starbound runs fine. I did notice, after all that, I had my documents, pictures and music folders set to a different drive other than the default C. After much tinkering about with folder & file permissions, trying EarthboundX's possible solution and even doing a reset of windows (for reasons other than trying to play Starbound) I still had the error.
